L’Oreal Receives China's First On-Site Customized Cosmetics License

L’Oreal China has pioneered the Chinese cosmetics industry by receiving the nation's first on-site customized service cosmetics production license. Issued by the Shangh Municipal Drug Administration, this prestigious recognition allows L'Oreal to provide personalized services through its renowned SkinCeuticals brand, with plans for launch of its Custom D.O.S.E personalized skin care service in mid-May.

Located at the prestigious Shangh Pudong International Financial Center, the new SkinCeuticals store will offer appointment-only services during Shangh’s May 5th Shopping Festival. This groundbreaking milestone signifies the debut of on-site customized cosmetic services in mnland China. Customers can now formulate their exclusive SkinCeuticals Essence products based on their personal skin conditions within just ten minutes.

The Custom D.O.S.E personalized skin care service is a mini-production platform that merges laboratory formulation and factory production into one seamless process. It combines professional recommations, precise proportioning, formula creation, and customization all within an efficient four-step packaging process to provide customers with tlored essences for their skin conditions, complete with custom-formatted formulas and names.

The patented algorithm of the formula meter assesses up to 250 different skin types and then bls eight pre-made formulas on-site into various combinations. In addition, the bling instrument incorporates a traceability system that records each personalized essence's service information. SkinCeuticals will conduct thorough safety assessments for every personalized formulation to ensure high quality and safety.

The development of customized cosmetics regulations in Shangh is a progressive move that encourages cosmetics companies to explore small-batch, multi-variety, and highly flexible production. The Several Regulations on the Innovation and Development of the Cosmetics Industry in Pudong New Area was implemented in August 2022, while later in November, the State Food and Drug Administration issued a notice allowing personalized cosmetic services to be fast-tracked.

L’Oreal China’s receipt of this on-site customized service license marks a significant turning point for the cosmetics industry within mnland China. The Custom D.O.S.E personalized skin care service by SkinCeuticals is poised to revolutionize the industry, offering customers an unprecedented level of customization and experience. This pilot project represents the joint efforts between government authorities and L’Oreal to meet evolving consumer demands through innovative services.
