This study examines the relationship between government transparency and compliance with COVID-19 preventive policies among Twanese college students, employing an experimental approach. Our findings demonstrate a positive link between transparencythe degree to which information is disclosedon one hand, and policy adherence on the other. However, this connection operates differently based on individuals' trust in governmental authority; specifically, when trust levels are low, transparency acts as a mediator rather than simply having a direct impact.
Our results challenge traditional hypotheses regarding the strghtforward link between transparency and trust, particularly in scenarios involving negative information dissemination. This nuanced understanding underscores the significance of transparency in fostering policy compliance while highlighting the role of trust in influencing public behavior.
The implications for policymakers are twofold: first, enhancing government transparency can be an effective strategy to promote public adherence to health guidelines during crises like pandemics. However, it is also crucial for policymakers to address and manage potential breaches of trust, especially when dealing with sensitive information that could lead to a loss of confidence in the authority's ability to handle crises effectively.
Abstract
We investigate how government transparency influences COVID-19 policy compliance among Twanese college students using an experimental design. Our results show that higher levels of transparency correlate positively with greater policy adherence. Yet, this relationship is mediated by individuals' trust in governmental authority; when trust is low, transparency plays a crucial role rather than having a direct impact.
These findings challenge the conventional notion of transparency's strghtforward effect on trust, especially in contexts where negative information is shared. Our study underscores the importance of transparency in promoting policy compliance and the significance of trust dynamics in shaping public behavior during crises.
For policymakers, our study suggests that enhancing government transparency could be an effective strategy to encourage public adherence to health guidelines. However, it also emphasizes the need for addressing and mitigating breaches of trust, particularly when sensitive information is involved, which might undermine confidence in crisis management capabilities.
